Recycling Programs in Oregon

Oregon participates in PaintCare's paint stewardship program and has a mandatory mattress recycling law (2022, a $22.50 stewardship fee since January 2025), funding free Bye Bye Mattress recycling and required retailer take-back, see our mattress guide. Oregon also passed the original U.S. bottle deposit law in 1971 (now 10 cents per container) and Oregon E-Cycles, a free manufacturer-funded electronics recycling program.

State-specific programs

  • PaintCare

A paint-industry-funded stewardship program operating in states with paint stewardship laws, collecting leftover paint, stains, sealers, and clear coatings at retailer and government drop-off sites. Illinois is the newest participating state, its program began December 2025.

  • Bye Bye Mattress (Mattress Recycling Council)

A mattress-industry-funded stewardship program operating in states with mattress recycling laws. A per-unit fee is collected when a mattress or box spring is purchased, and that fee funds free recycling drop-off and required retailer take-back at delivery.
