States with Specific Programs

We only publish a state page when that state has a real, sourced program worth knowing about: a stewardship law, deposit program, or state-mandated fee. Most states don't have one yet in our coverage.

• California

  California participates in PaintCare's paint stewardship program (free paint drop-off funded by a fee on new paint) and charges a state-mandated tire disposal fee of $0.25 per tire at the point of sale.

• New York

  New York's PaintCare program has been active statewide since May 1, 2022, overseen by the NY Department of Environmental Conservation. New York also charges a state-mandated tire disposal fee of $2.50 per new tire sold.

• Washington

  Washington participates in PaintCare's paint stewardship program and charges a state-mandated tire fee of $1 per tire on new replacement vehicle tire sales. The state also passed a law requiring manufacturers to fund a free solar panel takeback program, but as of this writing its launch has been delayed to January 31, 2031, see our solar panel guide.

• Texas

  Texas has no PaintCare program, no statewide per-tire disposal fee, and no mattress stewardship law, unlike California, New York, or Washington. It does have two real manufacturer-funded programs: computer and television manufacturers selling in Texas must fund free consumer recycling of their branded equipment, per TCEQ. Texas also requires retailers selling a new lead-acid (car/truck) battery to accept a used one in equal quantity, and bans disposing of one any other way.

• Illinois

  Illinois is PaintCare's newest state, its program began December 2025. Illinois also charges a state-mandated tire fee of $2.50 per tire on new/used tire retail sales, and, effective January 1, 2026, requires battery producers to fund free, universal collection of single-use and rechargeable batteries statewide, administered by The Battery Network, a stronger guarantee than most states offer.

• Vermont

  Vermont participates in PaintCare's paint stewardship program. Effective January 1, 2026, Vermont also requires battery producers to fund free, universal collection of single-use and rechargeable batteries statewide (10 V.S.A. Ch. 168), administered by The Battery Network, a stronger guarantee than most states offer, see our alkaline battery guide. Vermont has a bottle deposit law too, 5 cents for beer, wine coolers, and carbonated soft drinks, 15 cents for liquor.

• Connecticut

  Connecticut participates in PaintCare's paint stewardship program and was the first state with a mandatory mattress recycling law (2013), funding free Bye Bye Mattress recycling and required retailer take-back, see our mattress guide. Connecticut also has a bottle deposit law, 10 cents per covered container, and replaced its old per-tire disposal fee with a producer-funded Tire Extended Producer Responsibility law in 2023, the first of its kind in the country.

• Oregon

  Oregon participates in PaintCare's paint stewardship program and has a mandatory mattress recycling law (2022, a $22.50 stewardship fee since January 2025), funding free Bye Bye Mattress recycling and required retailer take-back, see our mattress guide. Oregon also passed the original U.S. bottle deposit law in 1971 (now 10 cents per container) and Oregon E-Cycles, a free manufacturer-funded electronics recycling program.
