State-Mandated Battery Stewardship (Free Collection)

Operated by State law (Illinois, Vermont) / The Battery Network as plan administrator · Available in: IL, VT

Illinois and Vermont each require battery producers to fund free, universal collection of single-use and rechargeable batteries statewide, administered through The Battery Network, unlike most states where free primary-battery drop-off varies site by site.

How it works

Illinois's Portable and Medium-Format Battery Stewardship Act (Public Act 103-1033) and Vermont's Primary and Rechargeable Battery Product Stewardship Law (10 V.S.A. Ch. 168), both effective January 1, 2026, require producers to fund an approved stewardship plan providing free consumer collection, with no transportation or recycling cost imposed on retailers, municipalities, or certified solid-waste facilities that serve as drop-off points. Both states' approved plans are administered by The Battery Network.

Fees

Free, funded by battery producers under state law

Not accepted

Illinois's law covers batteries weighing 4.4-25 lbs. Vermont's covers non-rechargeable batteries up to 25 lbs and rechargeables up to 25 lbs / 2,000 Wh. Washington, D.C. has a similar mandate but is not a state and isn't covered by this record.

If this program isn't an option for you

Outside Illinois, Vermont, and Washington, D.C., free single-use battery collection depends on the individual drop-off site, use The Battery Network's locator to confirm before a trip.
