Texas Computer & Television Manufacturer Recycling Programs

Operated by Manufacturers, under TCEQ oversight · Available in: TX

Texas law requires manufacturers of computer equipment and televisions sold in the state to fund a free, convenient consumer recycling program for their branded equipment, two separate programs administered by the Texas Commission on Environmental Quality (TCEQ).

How it works

The Computer Equipment Recycling Program (Health & Safety Code Ch. 361, Subchapter Y, effective September 1, 2007) requires computer manufacturers to offer a free recycling option and file annual reports with TCEQ. The Television Equipment Recycling Program (Subchapter Z, effective September 1, 2011) requires TV manufacturers to register with TCEQ and label sets sold in Texas with a registered brand; unregistered brands cannot legally be sold in the state. Check the manufacturer's own site for their specific free recycling option.

Fees

Free, funded by the manufacturer under state law

Not accepted

Texas has no statewide paint stewardship law, no statewide per-tire disposal fee, and no mattress stewardship law, don't assume those exist here the way they do in states like California or Oregon.

What to know before you go

Texas does mandate one other take-back: retailers selling a new lead-acid (car/truck) battery must accept a used one in equal quantity at the point of sale (30 TAC §328.14), and it's a Class A misdemeanor under Water Code §7.185 to dispose of a lead-acid battery any other way.

If this program isn't an option for you

Several of Green Orbyt's verified Houston, Dallas, and Fort Worth facilities also accept computers, TVs, and monitors directly as part of their general household hazardous waste/e-waste service, see below, that's often more convenient than tracking down a manufacturer-specific program.
